Even some toy stores sell used casino cards for as little as $1 per deck. If you keep as many as ten decks of cards with you for your classes, you should be well equipped for your classes.
When it comes to advertising, advertise your classes in local newspapers. Tell your friends that you are interested in teaching these classes; they may well know others that might be interested in learning certain card games. Then there are your local community centers that often offer adult classes in various hobbies and skills, which are of interest to their local citizens. They are usually very happy to find an instructor for many different skills and hobbies that the community would like to take classes to learn.
